2026 JCP&L Clean Comfort Program: Heat Pump and Electrification Rebates
If your home is heated with gas, oil, or propane and JCP&L delivers your electricity, the Clean Comfort Program will help pay for the switch to a high efficiency electric heat pump. Rebates run up to $10,000 for a full heating conversion, with 0% APR financing available for qualified applicants, and additional rebates for water heating, cooking, laundry, and the electrical work that supports it all.
Ciel Power is a participating contractor. Your rebate comes from JCP&L; we handle the load calculations, equipment selection, installation, decommissioning documentation, and rebate paperwork the program requires.
What the program is
Clean Comfort is JCP&L's residential building decarbonization program. The idea is simple: replace fossil fuel equipment with efficient electric equipment, and let the utility share the cost. It covers projects installed between February 1, 2026 through June 30, 2027.
It is a parallel program to PSE&G's Building Decarbonization Program and Rockland Electric's Clean Heat Program. Your electric utility determines which program applies to your home.
Who is eligible
- You are a JCP&L residential electric customer in New Jersey
- Your home is an existing single family home (new construction is excluded)
- The equipment being replaced runs on gas, oil, or propane. Your gas service can come from PSE&G, Elizabethtown Gas, or New Jersey Natural Gas, and oil and propane customers qualify too
Heating system rebates

Rebates cap at 50% of project cost (60% for income qualified customers). Full conversion projects include decommissioning the old fossil fuel equipment, and the program adds up to $2,000 for that work, plus up to $2,000 for duct modifications when the design calls for them. Additional heat pump units qualify for $2,000 each (cold climate) or $750 each (standard).

Income qualified customers can also receive the full cost of an electrical panel upgrade, up to $4,000, sized with room for a Level 2 EV charger where possible.
0% financing
Qualified applicants can finance $2,500 to $25,000 of project cost (after the rebate) at 0% APR with fixed monthly payments through the program's financing partner. Terms range from 36 to 84 months for projects up to $10,000, and 120 months for larger projects. Income qualified customers may access 120 month terms at any project size.
Income qualified enhancements
You qualify for the enhanced rebate levels if any one of these applies:
- Your household income is at or below 400% of the Federal Poverty Income Guidelines
- You live in a low to moderate income census tract
- You participate in an assistance program such as LIHEAP, SNAP, USF, Lifeline, PAGE, NJ SHARES, TANF, SSI, PAAD, Section 8, or General Assistance
How it works with Ciel Power
- Start with a Ciel home energy audit. We evaluate your home's heating load, ductwork, insulation, and electrical capacity so the heat pump is sized correctly from the start. The program requires professional load calculations for every installation, and right sizing is what makes a heat pump comfortable in January.
- We design the project and confirm your rebates. Equipment must meet the program's cold climate performance standards. We select from the qualified product list and document everything the program requires.
- We install, decommission, and submit. Full conversions include safe removal or permanent decommissioning of the old equipment, with the safety testing the program requires. We prepare the rebate application and supporting documentation, and the rebate can be applied directly against your invoice.

Frequently asked questions
Is this the same as the PSE&G program?
No. Clean Comfort is JCP&L’s own program with its own rebate levels and financing structure. If PSE&G is your electric utility, the PSE&G Building Decarbonization Program applies to you instead.
Do I have to remove my gas furnace?
Only for full conversion rebates. The dual fuel option keeps your existing system as backup, paired with a heat pump and integrated controls that choose the most efficient heat source automatically.
Will a heat pump keep up in a New Jersey winter?
The program requires cold climate rated equipment that is tested to perform below 5°F. Correct sizing matters more than the thermometer, which is why the program requires a professional load calculation for sizing.
Can I combine this with insulation and air sealing incentives?
The Whole Home Energy Solutions program is a separate JCP&L offering for envelope and efficiency upgrades. Many homes benefit from doing envelope work first so the heat pump can be sized smaller. We will map both programs in your audit report.
How long does the rebate take?
Applications go in within 120 days of installation and are typically processed 6 to 8 weeks after the program deems them complete. Projects must pass the program’s quality inspection.
Is there a deadline?
Yes. The current program covers equipment installed through June 30, 2027.
