Your utility determines your programs
The Whole Home Energy Solutions program is statewide: all seven New Jersey regional utilities offer it (PSE&G, JCP&L, Atlantic City Electric, Rockland Electric, New Jersey Natural Gas, South Jersey Gas, Elizabethtown Gas). Insulation, air sealing, heating, cooling, and hot water upgrades qualify no matter which utility serves your home.
Heat pump and electrification rebates work differently. Each electric utility runs its own building decarbonization program, so your electric utility determines which one applies:
PSE&G customers
The Building Decarbonization program offers rebates for replacing fossil fuel heating with high efficiency heat pumps, and it can be combined with Whole Home incentives on the same project.
JCP&L customers
The Clean Comfort program offers rebates for heat pump conversions, heat pump water heaters, and other electrification measures, with 0% financing available for qualified applicants.
Rockland Electric customers
The Clean Heat program offers rebates for converting fossil fuel heating systems to high efficiency heat pumps in Rockland Electric's northern New Jersey territory.
You do not need to sort this out yourself. Your audit report identifies your utilities and shows the specific programs and amounts available for your address.

Pilot program: free audits for New Milford residents
Ciel Power is piloting something new in New Milford: home energy audits at no cost for New Milford residents, our first free audit community. It is the easiest possible way to find out how your home works and what the utility programs can do for you.

How do I know which utility I have?
Your electric and gas bills name your utilities. Most homes in our service area are served by PSE&G, JCP&L, or Rockland Electric for electricity, often paired with PSE&G, New Jersey Natural Gas, or Elizabethtown Gas for natural gas. If you are not sure, call us at (201) 632-3463 and we will confirm which programs apply to your address.
Do I need to live in a partner town to work with Ciel Power?
No. We serve homeowners across all 14 counties in our service area. The standard audit rate is $99, and residents of our partner communities receive the $49 community rate.
My town is not listed. Can we still get a community program?
Yes. Our municipal programs typically start with a town council, environmental commission, or green team reaching out. If you would like to bring a program to your community, contact us at info@cielpower.com and we will walk your town leaders through how it works.
