Your home qualifies if it is:

  • An existing home in New Jersey (new construction is not eligible)
  • Owner occupied, including single family homes, townhouses, and residential buildings with up to four units
  • Served by a New Jersey regional utility: PSE&G, JCP&L, Atlantic City Electric, Rockland Electric, New Jersey Natural Gas, South Jersey Gas, orElizabethtown Gas

Property owners may also initiate projects on behalf of tenants in single family homes.


There is no income requirement

The program is open to eligible customers at every income level. Income qualified households receive enhanced benefits, including extended financing terms, but income is never a barrier to participating. There are several ways to qualify for the enhanced tier, including household income up to 400% of federal poverty guidelines, living in a qualifying census tract or designated community, or participation in programs like LIHEAP, SNAP, or SSI. Your energy advisor can walk you through it confidentially.

Financing qualification is refreshingly simple

The 0% on bill financing does not involve a bank. With PSE&G, qualification is based on roughly 12 months of on time payment history with your utility rather than a credit check; utilities that finance through a lending partner apply the lender's standard guidelines. Your project qualifies if it:

  • Starts with a home energy audit performed by a BPI certified professional. This is the program's entry point, and it is where your savings model and rebate are calculated.
  • Includes air sealing and insulation when the assessment identifies a need. These foundation measures are what make whole home results possible.
  • Is performed by a BPI accredited participating contractor. Ciel Power is a BPI GoldStar accredited contractor and has participated in New Jersey's utility programs since 2010.
  • Achieves at least 5% projected energy savings, which nearly all whole home projects do comfortably.

I rent my home. Can I participate?

The program serves owner occupied properties, but your landlord can initiate a project for a single family rental. If you rent, consider sharing this page with your property owner.

My home has two utilities, one for gas and one for electric. Which program applies?

Your project runs through the utility whose service the improvements affect, and some projects involve both. This is exactly the kind of detail we sort out for you during the audit.

Does my credit score matter?

PSE&G's on bill financing is based on your utility payment history rather than a credit check. Utilities that finance through a lending partner apply the lender's standard guidelines.

My home is very old. Does that disqualify it?

Not at all. Older homes typically have the most to gain and earn the largest rebates, because their projected savings percentages are higher.

Do condos qualify?

Owner occupied residential buildings up to four units qualify. Larger buildings fall outside this program, but reach out and we can point you in the right direction.
