If your home is served by Rockland Electric Company (RECO) in New Jersey, you may qualify for high value rebates on heat pumps and 0% APR financing to make the upgrade seamless. The Clean Heat Program helps RECO's New Jersey residential customers adopt high efficiency, low emission technologies, including cold climate air source heat pumps, ground source (geothermal) heat pumps, dual heat and hybrid configurations, and heat pump water heaters.

We design to cold climate specifications and right size systems to your home's actual load. Correct design plus weatherization first means better comfort and smoother program approvals. Weatherization, insulation and air sealing, is encouraged first to increase performance and support incentive eligibility.

Pair your rebates with 0.00% APR fixed payment financing through the program's financing partner:

  • Loan amounts: $2,500 to $25,000
  • Terms of 36, 60, or 84 months; up to 120 months for income qualified customers

Ciel Power coordinates the application timing so your rebate and financing proceed in step with design and installation. Financing is administered by the finance partner; credit and underwriting apply.


How the process works

  1. $99 Home Energy Audit (a $299 value). We evaluate your building shell, existing equipment, and comfort goals. Your $99 audit is credited toward your project when you proceed.
  2. Weatherization plan (if needed). Insulation, air sealing, and duct improvements come first to stabilize loads and enhance performance.
  3. Heat pump design. We design ccASHP, GSHP, or dual heat and hybrid solutions that fit your home and preferences: zoning, controls, acoustics, aesthetics.
  4. Incentives and 0% APR. We prepare the Clean Heat rebate package and align it with the financing application for a streamlined approval.
  5. Installation and commissioning. Program compliant installation, startup, and quality checks, plus guidance on system settings.
  6. Post install support. We remain available for follow ups, controls tuning, and future enhancements.

Your rebate comes from the Clean Heat Program; Ciel Power is a participating contractor and manages the paperwork and compliance steps. Final approvals rest with the program administrator and finance partner. We do not make claims of utility bill cost savings from electrification; results vary by home, equipment, and utility rates.

What makes a cold climate heat pump different?

Cold climate air source heat pumps maintain output and efficiency at the lower outdoor temperatures common in New Jersey winters. They are engineered for steady comfort when it is cold.

Why do you recommend insulation and air sealing first?

Weatherization reduces the heating load, improves comfort, and often lets us right size the equipment, which supports performance and can help with incentive eligibility.

Is financing guaranteed?
